Adelante Mujeres is a non-profit organization that provides education, career and economic development and support services for low-income Latina families throughout Washington County. Adelante offers these services through three main programs. A Small Business Development Program provides training, support and networking for low-income Latinos interested in beginning their own business, particularly in food and agricultural industries. The Education Program offers classes for low-income Latina women, readying them to obtain their GEDs, improve English skills, and enhance self-esteem and leadership capacities. And finally, Adelante manages the Forest Grove Farmers Market which is an opportunity for our participants and the greater community to sell and buy local and organic produce.
These different programs along with strong partnerships will allow us to support all three types of Individual Development Accounts in order to serve as many members of the community as possible

The mission of Bradley-Angle House is to offer survivors of domestic and sexual violence options for safety, self-empowerment, healing and hope, while collaborating with our communities to create social change. We envision a world free of domestic violence where all people are treated with dignity and respect. We offer IDAs through The Transition Services department, which provides long-term supportive services, connection with community resources and skill-based educational opportunities to help participants develop external resources and supports once crisis situations are stabilized. Programs focus on the development of greater emotional and economic independence, long-term stability and strengthened family units.

For nearly 20 years, Human Solutions has been empowering low-income and homeless families by providing affordable housing, skill building and family support services. We offer a continuum of programs designed to break the cycle of intergenerational poverty and ensure that each family becomes self- sufficient. In the last year we have touched the lives of more than 91,000 people.
We are the largest developer of affordable housing in Mid and East Multnomah County with 14 housing complexes, containing 539 units, and are one of the largest providers of energy assistance in the state, distributing 1.2 million dollars annually to help more than 5,000 families. Each year, our Employment Program trains more than 350 clients in office proficiency and partners with local businesses to assist in job placement. Our homelessness prevention initiatives help 30 families per month remain in their housing.
Human Solutions offers IDAs to residents of our affordable housing who want to save for post-secondary/job training expenses.

Our organization is a non-profit social service agency. Our Mission Statement proclaims that “Lutheran Community Services Northwest partners with individuals, families and communities for Health, Justice and Hope” and it also is the guiding principle for all services delivered by LCSNW. Within the Portland Metro area our office focuses on delivery of services to an extremely diverse community. For this reason LCSNW has worked to assemble a staff that is culturally diverse and competent. At present more than 35 languages are represented by the staff of the LCSNW Portland office.

Northwest Oregon Housing Authority (NOHA) has been providing Housing Choice Vouchers for low income families living in Clatsop, Columbia, and Tillamook Counties since 1976. Beginning in October 1994, NOHA began offering the Family Self-Sufficiency (FSS) Program to its clients. Since that time, we have had two people purchase homes subsequent to their participation in the FSS Program. We have a current caseload of 40 in the FSS Program. Some are pursuing home ownership, others education, and still others the development of a small business.
NOHA will be working in conjunction with Clatsop Community Action to broaden our target base to qualifying families and individuals throughout Clatsop County who are not utilizing NOHA’s services. Together we will be providing support for Home Ownership, Education, and Small Business IDAs.

REACH is a private, nonprofit community development corporation with a mission to develop and maintain a permanent resource of affordable housing, promote healthy neighborhoods, and provide opportunities for low-income people through partnerships and community involvement. Started in 1982 by community activists concerned about housing conditions in their neighborhood, REACH now has a staff of over 50 and an annual budget of approximately $5,000,000. We have developed 988 units of rental housing for low-income residents of Portland. REACH also provides services for our adult and youth tenants and is involved in community revitalization projects.
REACH’s IDA program will offer three asset-goals.

The Department of Housing Services offers rental assistance to low-income households through various federally funded programs, and also creates affordable housing opportunities in the community for low and moderate income households through a combination of creative financing and partnerships with public and private entities to encourage self-sufficiency, skill enhancement and independence.
We offer IDAs to eligible Section 8 and Public Housing program participants who are actively enrolled in the Department’s Family Self-Sufficiency program and meet earned income requirements for the purpose of a first time home purchase.
